This tutorial was written by me at September 8 2014. 
 
Supplies:
A tube by Bits 'n Bobs: Angellica
Scrapkit By Tasha's Playground: Vintage Valentine
Mask by Weescotslass: 311
 



Create a new canvas.

Paste frame3.

Use your magic wand to select the inside. Expand the selection with 8px. Invert the selection.
Open paper3 and resize 75%. Paste the paper into your tag, hit delete, paste your closeup tube, hit delete, deselect.
Move the frame layer to the top.

Duplicate the tube layer, give the lower layer a gaussian blur of 5.
Change the layermode of the top tube layer to Screen and change the opacity to 80.

Paste CHAIN, as top layer, resize 75%, move a little down and left.

Paste FLAIR, resize 50%, position over the right edge of the chain.

Paste FLOWER3, resize 50%, position over the left end of the chain, put the flower nicely in the middle of the border.

Select your frame layer, paste CLOCK, rotate 25 degrees right, position to the upright of the flowerbutton.

Select your frame layer, paste FLOWER2, position up and right from the clock.

Paste CLOTH FLOWER1, as top layer, resize 35%, position to the left of the flowerbutton and below the clock.

Paste CLOTH FLOWER2, as top layer, resize 25%, position to the left of the previous flower.

Paste OWL, as top layer, resize 50%, position on the top edge of the clock.

Paste your fullsize tube to the leftside of the tag, I used the greyscaled layers of the wings and the dress, I colorized them with Hue 57 and saturation 67.

Open paper 3, resize to 700x700.
Paste it in the background of your tag.
Add your mask. Merge the group. Resize the mask layer 85%.

Give all elements a dropshadow of 1-1-50-5.

Add your name AND copyright to finish your tag.
