 Create a new 700x700 canvas.

Paste the frame, resize 25%.

Use your magic wand to select the inside of the frame.
Expand the selection by 5px, invert the selection.
Open paper 4, resize 25%, paste into your canvas and hit delete.
Paste your tube twice, once on each side.
Hit delete, remove any excess.
Deselect all and move the frame layer to the top.

Merge the 2 tube layers.
Change the layermode of the top tube layer to screen.
Change the layermode of the bottom tube layer to Color(L).

Paste scatter in the background of your tag, leave it centered.

Paste paint in the background of your tag, resize 28%, rotate 90 degrees clockwise/right.

Paste the wordart of your choice in the upper right corner of the canvas.
Position them as you like.

Paste chevron as top layer, resize 25%, change the opacity to multiply.

Paste scatter again, mirror and flip, resize 75%.

Paste flower2, resize 25%, position on the lowerside of the left corner, not nessacerily in the corner.
Duplicate, mirror and flip.

Paste butterfly, rotate 15 degrees right, resize 15%, position in the bottom left corner of the frame.
Duplicate, mirror, position in the upper right corner.

Open paper 4, resize 50%, paste the paper in the background of your tag.
Crop the entire canvas and add your mask.
Merge the group.

Paste your tube as top layer into your tag.

Add your name & copyright to finish your tag.
